It is National Licensing Week 2025!

As National Licensing Week draws to a close, Day 5 shines a spotlight on Business and Licensing – an ideal moment to highlight the vital role of NR3S.

The National Register of Taxi and Private Hire Vehicle Licensing Refusals, Revocations and Suspensions (NR3S) is our national solution to a longstanding licensing challenge.
Developed in response to calls from licensing teams, the register tackles the risk of unfit drivers reapplying elsewhere by enabling joined-up data, accountability, and visibility across local authorities.

Designated by the Secretary of State for Transport, NAFN launched NR3S on 27 April 2023 to serve as a statutory requirement in England. Under the Taxi and Private Hire Vehicle (Safety and Road Safety) Act, licensing authorities must check and record refusals, revocations, and suspensions – creating a consistent, collaborative approach to safeguarding.

Beyond compliance, the register empowers faster, more informed decisions. Authorities can search the register, access shared insight, and request further information from peers – closing gaps and protecting communities from risk.
